Alleged Offences: Failure by a mandated reporter to report Minn. Stat. §§ 626.556, subd. 6;
388.051, subd. 2, para. (c).. failed to (1) act in good faith and exercising due care, or (2) act in good
faith and following the information collection procedures established under subdivision 10,
paragraphs (h), (i), and (j). Violate Rule 11.02 Representations to Court; and violated the 14th
Amendment and Title 42 United State Code Section 1983; Credible Evidence; Knowingly or
recklessly made a false report Minn. Stat. § 626.556, Subd. 5.Malicious and reckless reports..
609.43 MISCONDUCT OF PUBLIC OFFICER OR EMPLOYEE
1) No license can be found for Nicole Mercil (Mercil refused to offer credentials when asked, credentials were found after investigation since this posting) yet claims to be a social worker and is employed
as an agent of the court. Failure by a mandated reporter to report Minn. Stat. §§ 626.556,
2) Nicole Mercil willfully omitted or ignored children’s reports of abuse (both physical and
sexual abuse) made directly to her by the children, Failed to investigate and report. Sick minded person put in a place to
further harm these children already in a severely abusive situation.
3) Nicole Mercil -moved Caroline’s daughter A.R.(13 yr old child) to second non-family foster care after
refusing to allow anyone except the father (whom A.R. is afraid of) to take A.R. to
dentist for emergency root canal for necrosis in the jaw bone, mother took her at last and
got charged with violation of the order but the doctor said it saved A.R.`s life. Mercil
alleges severe PAS against mother and entered reports to the court that are the sole reason for
court’s rulings.
4) Nicole Mercil’s Reports accuse mother(s) of “severe PAS” Parent Alienation Syndrome
known to be a scam used to bias custody determinations and deliver children into the care
of abusers. “Any testimony that a party to a custody case suffers from the syndrome or
“parental alienation” should therefore be ruled inadmissible and stricken from the
evaluation report under both the standard established in Daubert and the earlier Frye

5} Mercil’s Reports adversely impacted mothers Liberty Interest - Reports omit key evidence
of child abuse, falsely accuse mother of PAS, and are intent pervert the tier of fact. The
court rulings suspending mothers parenting time and or OFPs are based on Mercil’s
Reports. Mercil is an infected and corrupt official of Carver County assisting in the abuse of young children.
